THE Conventions of a number of the States, having at the time of their adopting the Constitution, expressed a desire, in order to prevent misconstruction or abuse of its powers, that further declaratory and restrictive clauses should be added: And as extending the ground of public confidence in the Government, will best ensure the beneficent ends of its institution. RESOLVED by the Senate and House of Representatives of the United States of America, in Congress assembled, two thirds of both Houses concurring, that the following Articles be proposed to the Legislatures of the several States, as amendments to the Constitution of the United States, all, or any of which Articles, when ratified by three fourths of the said Legislatures, to be valid to all intents and purposes, as part of the said Constitution; viz. Largely because of the efforts of Represtative James Madison, who studied the deficicies of the Constitution pointed out by Anti-Federalists and th crafted a series of corrective proposals, Congress approved twelve articles of amdmt on September 25, 1789, and submitted them to the states for ratification. Contrary to Madison's proposal that the proposed amdmts be incorporated into the main body of the Constitution (at the relevant articles and sections of the documt), they were proposed as supplemtal additions (codicils) to it.
How Does The Bill Of Rights Protect Individual Civil Liberties
Articles Three through Twelve were ratified as additions to the Constitution on December 15, 1791, and became Amdmts One through T of the Constitution. Article Two became part of the Constitution on May 5, 1992, as the Twty-sevth Amdmt. Article One is still pding before the states.
Although Madison's proposed amdmts included a provision to extd the protection of some of the Bill of Rights to the states, the amdmts that were finally submitted for ratification applied only to the federal governmt. The door for their application upon state governmts was oped in the 1860s, following ratification of the Fourteth Amdmt. Since the early 20th ctury both federal and state courts have used the Fourteth Amdmt to apply portions of the Bill of Rights to state and local governmts. The process is known as incorporation.
There are several original grossed copies of the Bill of Rights still in existce. One of these is on permant public display at the National Archives in Washington, D.C.

I go further, and affirm that bills of rights, in the sse and to the extt in which they are contded for, are not only unnecessary in the proposed Constitution, but would ev be dangerous. They would contain various exceptions to powers not granted; and, on this very account, would afford a colorable pretext to claim more than were granted. For why declare that things shall not be done which there is no power to do? Why, for instance, should it be said that the liberty of the press shall not be restrained, wh no power is giv by which restrictions may be imposed? I will not contd that such a provision would confer a regulating power; but it is evidt that it would furnish, to m disposed to usurp, a plausible pretse for claiming that power. They might urge with a semblance of reason, that the Constitution ought not to be charged with the absurdity of providing against the abuse of an authority which was not giv, and that the provision against restraining the liberty of the press afforded a clear implication, that a power to prescribe proper regulations concerning it was intded to be vested in the national governmt. This may serve as a specim of the numerous handles which would be giv to the doctrine of constructive powers, by the indulgce of an injudicious zeal for bills of rights.

Prior to the ratification and implemtation of the United States Constitution, the thirte sovereign states followed the Articles of Confederation, created by the Second Contintal Congress and ratified in 1781. However, the national governmt that operated under the Articles of Confederation was too weak to adequately regulate the various conflicts that arose betwe the states.
